Animal neglect allegations lead to arrest

NEW RIVER – A New River woman was arrested on Aug. 6 for multiple counts of animal neglect.
Heather Philip, 61, was arrested by the Maricopa County Sheriff’s Office after 30 miniature horses in her care were found to be in poor health. Deputies seized 24 of the miniature horses from the home, located near Shangri La Lane and New River Road. Some of the horses are in the care of the county’s animal shelter; others have been relocated to animal foster homes.
Philip was booked on 24 misdemeanor and three felony charges. The investigation into the case continues.
